Ownership: The business must be at least 51% owned by U.S. citizens or lawful permanent residents who are members of a minority group (e.g., African American, Hispanic American, Native American, Asian-Pacific American).

Control: The minority owner(s) must hold the highest officer position(s) and demonstrate unconditional control over the day-to-day management and long-term strategic decisions of the business.

For-Profit Status: The business must be a for-profit enterprise.
